We have established a guideline to enable employees to substitute a public holiday for another day, such as a day of cultural significance, in line with relevant Enterprise Agreements.*
Monash Health employees are entitled to substitute a public holiday for another day in accordance with their relevant Enterprise Agreement.
Similarly, managers can reach an agreement with their employees to substitute a public holiday for another day.
Requests of this nature may be as a result of service delivery requirements, observance of religious or cultural days of significance that are not public holidays, or for any other reason as outlined in the relevant Enterprise Agreement.
What do you need to do?
If you would like to request a substitution of a public holiday, please read the Guidance Note – Substitute a Public Holiday for Another Day located on the People and Culture Intranet page, speak with your manager about your options, and follow the instructions below.
For employees
- Speak with your manager about your options
- Complete the Substitution of a Public Holiday for Another Day Form
- Have your manager approve the Substitution of a Public Holiday for Another Day Form.
For managers
- Review the Guidance Note – Substitute a Public Holiday for Another Day for eligibility
- Approve the Substitution of a Public Holiday for Another Day Form if eligible or agreed
- Submit the Substitution of a Public Holiday for Another Day Form to the scheduling team.
- The scheduling team will enter approved leave days into the system.

FAQs
Who can request the substitution of a public holiday?
Employees (ongoing, fixed term, full time or part time) can make a request to substitute a public holiday and managers can reach an agreement with their employees and/or their representatives. Service delivery requirements will need to be considered.
What are the reasons you can substitute a public holiday?
A request can be made as a result of service delivery requirements, observance of religious or cultural days of significance that are not public holidays, or for any other reason as outlined in the relevant Enterprise Agreement. Please see the guidance note for a summary of the entitlements in each Enterprise Agreement.
Will all requests for substitution be approved?
Managers are encouraged to support such requests, however will also consider their work area’s operational requirements and the employee’s individual circumstances when considering requests to substitute a public holiday for another day.
There should always be a conversation with your manager to determine whether you are eligible in accordance with the relevant Enterprise Agreement.
What if my Enterprise Agreement requires a collective agreement for substitution of a public holiday?
Managers will work with their teams to ensure operations and rosters are covered, as they consider requests to substitute a public holiday with another day. We will review requests on a case-by-case basis. If you have any questions, you can contact hradvice@monashhealth.org
