The Monash Health Mental Health Program is pleased to share important information regarding the upcoming changes to Victoria’s mental health system. Late last year, the Victorian Government introduced the Mental Health and Wellbeing Act 2022, which will come into effect on 1 September 2023, replacing the Mental Health Act 2014.
This new legislation is a significant development that aligns with the recommendations of the Royal Commission into Victoria’s Mental Health System. The Act aims to promote good mental health and wellbeing for all Victorians, emphasising early and community-based care for patients, their families, carers and supporters.
Key Principles of the Mental Health and Wellbeing Act
The Mental Health and Wellbeing Act 2022 incorporates 13 new principles that will guide and inform mental health practices in Victoria. These principles reflect a rights-based approach and prioritises the values, preferences, and views of individuals with mental illness or psychological distress. For a breakdown of each principle, see page 40 of the Mental Health and Wellbeing Bill 2022.
Preparing for the Changes
While the Monash Health Mental Health Program prepares to implement the new legislation, the Department of Health is developing an E-Learning tool consisting of a series of modules. The first module is expected to be available in the coming weeks. These modules will provide crucial information and support to employees to ensure they are prepared for the changes that lie ahead.
The upcoming legislation will have a wide-ranging impact on various departments within the organisation, extending beyond just the mental health units. Additionally, representatives from the Mental Health Program Implementation Lead and other Reform team members will visit various locations to provide updates, answer questions, and share currently available information. It is an opportunity for employees to engage, learn, and voice any concerns or queries.
We are actively seeking Champions throughout Monash Health, to support the implementation of this important legislation in all areas across the health service. If you are interested, please contact Leah Walton, Implementation Lead, at Leah.Walton@monashhealth.org or call 0419 847 096. Together, we can positively impact the lives of Victorians and create a more inclusive and effective mental health system.
